es.%20%0D%0AEllen%20Penwell%2C%20LWV%20President%2C%20introduced%20the%20program%20with%20an%20interesting%20background%20of%20the%20Woman%20Suffrage%20Movement%20and%20the%20League%20of%20Women%20Voters.%20She%20also%20had%20many%20%5C%22kudos%5C%22%20for%20Michele%20and%20her%20quiet%20calm%20leadership%20in%20difficult%20situations%20in%20the%20election%20process.%20Michele%20reciprocated%20by%20stating%20that%20%5C%22Over%20the%20years%2C%20the%20League%20has%20given%20much%20assistance%20to%20the%20Clerk%5C%27s%20office%20serving%20as%20voter%20registration%20deputies.%20Your%20registration%20efforts%20have%20been%20efficient%20and%20timely%2C%20and%20our%20office%20is%20always%20pleased%20when%20you%20offer%20your%20assistance.%5C%22%20She%20also%20credited%20Audrey%20Route%2C%20retired%20City%20Clerk%20who%20was%20her%20mentor%20when%20she%20became%20City%20Clerk%20in%202000.%20%0D%0A%0D%0A%5C%22Whitewater%5C%27s%20voter%20process%20is%20more%20complex%20due%20to%20the%20University%20students%20living%20here.%20Full%20time%20residents%20do%20not%20move%20often%2C%20and%20create%20minimal%20change%20to%20the%20polling%20list.%20However%2C%20University%20students%20move%20regularly%2C%20often%20every%20semester%2C%20and%20generally%20have%20to%20complete%20new%20paperwork%20each%20time%20they%20vote.%20Working%20at%20the%20registration%20table%20during%20a%20large%20election%20is%20a%20very%20intense%20job.%20Our%20election%20day%20voter%20registration%20deputies%20have%20what%20I%20feel%20is%20the%20most%20difficult%20job%20on%20election%20day.%5C%22%20Michele%20explained.%0D%0A%0D%0AMichele%20also%20noted%20that%20%5C%22One%20of%20the%20big%20changes%20facing%20our%20local%20election%20process%20is%20the%20implementation%20of%20a%20second%20polling%20place%20for%20the%20February%2C%202008%20election.%20This%20has%20been%20a%20long-discussed%20and%20controversial%20subject.%20%0D%0AIn%201996%2C%20Whitewater%5C%27s%20population%20was%2013%2C264.%20We%20had%205%2C692%20voters%20at%20the%20Presidential%20election.%20%0D%0AIn%202000%20our%20population%20was%2013%2C512%20and%20we%20had%206%2C538%20voters%20at%20the%20Presidential%20election.%20%0D%0AIn%202004%20our%20population%20was%2013%2C996%20and%20we%20had%206%2C821%20voters%20at%20the%20Presidential%20election.%20%0D%0ATurnout%20figures%20are%20showing%20that%20voters%20are%20taking%20advantage%20of%20their%20right%20to%20vote.%20The%20concern%20is%2C%20however%2C%20that%20our%20Armory%20is%20not%20large%20enough%20to%20safely%20house%20the%20lines%20of%20people%20who%20come%20to%20vote%20during%20Presidential%20elections.%20With%20the%20volume%20of%20people%20standing%20in%20the%20building%2C%20we%20are%20well%20over%20safe%20capacity.%5C%22%0D%0A%0D%0AMichele%20explained%20that%5C%22%20Through%20efforts%20with%20UW-Student%20Government%20and%20Common%20Council%2C%20we%20will%20be%20separating%20out%20Aldermanic%20District%202%20%28Wards%207%20%26%208%29%20and%20placing%20their%20polling%20place%20in%20the%20Hamilton%20Center%20of%20the%20University%20Center.%20District%202%20consists%20of%20predominantly%20student%20housing%2C%20although%20there%20will%20be%20some%20full%20time%20residents%20who%20will%20now%20be%20required%20to%20vote%20on%20campus.%20The%20University%20has%20committed%20to%20providing%20a%20certain%20number%20of%20parking%20stalls%20on%20election%20day%20that%20are%20to%20be%20used%20by%20voters%20and%20they%20have%20committed%20to%20paying%20up%20to%20%2410%2C000%20of%20the%20costs%20needed%20for%20relocating.%20Although%20we%20will%20use%20University%20students%20to%20assist%20with%20the%20elections%20in%20all%20wards%2C%20the%20City%20will%20maintain%20control%20over%20all%20Whitewater%20polling%20places.%5C%22%20%0D%0A%0D%0ASeptember%20is%20the%20League%20membership%20month%20and%20anyone%20interested%20in%20becoming%20a%20member%20can%20contact%20Ellen%20at%20262-203-6529.%20The%20immigration%20issue%20will%20be%20the%20focus%20of%20the%20next%20meeting%20on%20Thursday%20October%2025.Chairman%20Rick%20Norman%20informed%20the%20committee%20the%20club%20has%20met%20budget%20guidelines%20for%20the%20year%20and%20was%20in%20good%20shape%20to%20begin%20the%20new%20Kiwanis%20year%20on%20October%201.%20The%20Project%20Budget%20is%20strong%2C%20with%20all%20current%20commitments%20met%20and%20the%20Administrative%20Budget%20is%20balanced%20due%20mainly%20to%20fewer%20convention%20expenses.%20All%20monies%20derived%20from%20fund-raising%20activity%20makes%20up%20the%20Project%20Budget%20and%20dues%20and%20miscellaneous%20club%20contributions%20are%20deposited%20in%20the%20Administrative%20account.%20Breakfast%20Kiwanis%20program%20was%20Michael%20Hoffman%20%28l%29%2C%20second%20grade%20teacher%20at%20Milton%20West%20Elementary.%20Mike%20has%20been%20in%20Ghana%20instructing%20teachers%20in%20elementary%20math%20as%20a%20private%20individual.%20He%20has%20raised%20funds%20for%20school%20supplies%20and%20now%20is%20soliciting%20funds%2
